When do you get to go to the Battle Frontier?

As the title implies, when do you get to go to the battle frontier and get the phone, also could people tell me any more extra features Emerald has.(I';ve just bought it and I'm only at Oldale.) :classic:

You'll get the phone after you save Peeko from the Rustruff Tunnel, and talk to the Pres. if Devon. You get to the Battle Frontier when you beat the Elite Four.

As for some features you can catch both Groudon and Kyorge and you get Raquasa before the E4 and umm well there's plently more but i can't tell you everything.XD

Uh,I'm pretty sure it's still in ever grand (spelling) city.

Wheres the elite four in emerald? Same place as Ru/Sa. There arn't much modifications to the storyline in Emerald (except for Gro/Kyo/Ray battles etc etc).
