The 'Sig and Avatar thing can be really annoying. >_< But once you've got the hang of it, it's okay. ^_^
Okay, first, you need to upload the pictures. The best place I can think of off-hand is:
www.photobucket.com/
Make an account there, then you can upload your pictures. If you want them nice and big without making them distorted, save them as PNGs, rather than JPGs (good size, crappy quolaty), or BMPs (crappy size, good quolaty). PNGs have both good size, and good quolaty. ^_^
Now, upload the picture, and click on the link to make it biger. Right click on it with the mouse, and you should see an option that says "Properties". Select it, and you'll be able to get the picture onto a page by itself.

Highlight the bit I cercaled with red, and Ctrl+C it. Go to Privet Messages. Go to the list on the side, and select "Edit Signiture". Ctrl+V the code you just Ctrl+Ved, and wrap the image code around it.
YOUR PICTURE HERE (Except put your picture in between instead of thick, red writing. XD)
As for the Avatar, do the same thing, excapt go to Edit Avatar.

I registered and uploaded the picture. Thanks for the help. But there's another problem. The size of the picture isn't the same as it was on my paint program. It always goes smaller so you cant see it. When I increase the size it's all blury so you can't see it then. Also, is the backround size on you paint program going to be the same size on photobucket or will it just take the picture and add a backround.

It's okay.
All you have to do is Ctrl+C the picture in paint you want to upload, then Ctrl+V it into Photoshop. Save it. Or, just save the type as a PNG from paint. ^_^
