On Emerald Version I Went To Trainer Hill And This One Girl the First One I Fought Had Moltres and dont you tink thats kind of weird?

But some of the Frontier Brains use legendaries too... so can't it be possible?

It's completely random!!!
Is like the shiny you got in the Battle Tower (there is at least one, I know...).
I think, if you have good luck (and bad luck, lol) you could battle a Mew, a Rayquaza, a Zapdos, etc...
