Can you get the starter pokemon from johto to emerald after you beat the elite four

I ve heard of people saying that when you beat the elite four in emerald that proffesor birch gives you a choice of chickorita quilava and todidile>
Is this true? :P

You need to complete your Dex with 202 Pokemon from Hoenn before you can get the Johto starter.

No,I think it's 201 pokemon.

But yeah once you have all the pokemon (i'm not sure if dexoys and jirachi count) professer birch gives you a choice.

Eh, you two where close... but it's 200 Hoenn Pokemon. Pokemon like Jirachi or Deoxys which can only be caught with special items don't count.

You must collect 200 out of the 202 in the Hoen Dex then talk to Prof.Birch.
