OK i need to find the scanner and I dived down to whre theres underwater and I dived Again and I found these rooms They start getting shiny and I am blocked by trash cans!The other 2 rooms are locked!
Where can I find the key to re open them?

Where can I find the key to re open them?
You have to search the unlocked room other than the one blocked with the trash can and pick up the shiny key on the floor. Then take the keys and open the doors accordingly.
