Welcome to PC! Next time, post your questions in the Questions and Feedback board. To set that image as your avatar, click User CP on the links at the top, then click Edit Avatar. Now scroll down and type in the image URL under where it says 'Enter Avatar URL:'. Then click save changes. Hope that helped.
