Deoxys is on Nine Island, to get there you must have an Aurora Ticket, which is obtained in some Nintendo event o.O;

yeah the only way to get him is if you know some one who has it or if you go to a nintendo event which is giving it away

You needed to get him through and event. Now you have to use codes for him unfotunately.
