when you get teh 202 pokemon in your pokemon to own to get the johoto starters do the pokemon have to be hoenn pokemon or any pokemon

You don't need Jirachi and Deoxys for the Johto Starters. You need to have all 200 Pokemon in the Hoenn dex, but you will have to trade a lot and evolve several Pokemon to get all 200 Hoenn Dex Pokemon. Look here (http://bulbapedia.bulbagarden.net/wiki/List_of_Pok%C3%A9mon_by_Hoenn_Dex_number) to see what Pokemon you have to get(It lists Jirachi and Deoxys, but you can ignore those two).
