Yes. This isn't a chatroom of sorts so you can take your time in posting.

Now, next to the name of the user next to (or on top on some layouts) there should be some kind of symbol in the right. That means what status they are. If it is red or really dark it means they are offline but if it is green or light it means they are online.

Some people may not respond to topics because they are busy with something else.
