The time is set about 30 years after the events of Sly 3. The Cooper Clan still exists, but Sly's decendents are the new members of the clan. The Thievous Racoonus is still safe, and everything is how you expect from after the incident involving the evil Dr. M. However, Clockla which was thought to be gone once and for all, was resurrected by a new villian, calling himself "The Dark One". He somehow seperated Clockla, creating Constable Neyla again, and Clockwerk, which was seperated. He killed off Neyla, leaving Clockwerk left.
Insted of destroying Clockwerk, he upgraded each part of Clockwerk, making it more powerful and made it functional without the hate chip. He then activated Clockwerk, leaving it to destroy his and it's number one enemy: The Cooper Clan. Now, it will take the two members of the Cooper Clan and a select band of thieves to stop and destroy this creature once and for all, even though Interpol is hunting them down along with rivals of the Cooper Clan.
