The latter isn't really pixel art, the sun has a black outline, the shading blends too harshly and doesn't conform to the shapes of the subjects, the sky is just plain ugly, your lines aren't curved very well (try the curved line tool) and everything in general looks pretty ameteur-ish.

Otherwise, it's okay.
