As you can see, I traced the official art of Wes from Pokemon Stadium, and added on my hand drawn head, and recolored as I saw fit. I then went into Photoshop and applied some texturing. I think it came out pretty well.

The colors are okay, the soft shading is fine
omg his face is literally like a pencil point! O_O make it a little less sharp
blechhh those little white spots that occur whenever you dont use layering.... meh, I still get them when I do my own art so I guess there's nothing for me to say here
It's a little too small
Other than that, pretty good 6.5/10

I have no incling as to whom this is for sure but the style seems nice and the shading is good, tracing is sometimes thought of as a bad thing but in this case you seemed to have improved the original image standerds, the head is a little out of place though, kinda out of perposion. Other then that this is pretty nice ^_^ .

Base credit to gilbertman's Wes pic. I traced the body from the Wes pic that I used as a Base, in Illustrator, and then I put on a new hand drawn head, and I also flipped around the base, as the subject of the pic (mainly my sprite), has the snagem device on his right arm, not left. The pic is sorta cell shaded as well.
