Sometimes it's down, I guess.
Just as a warning, Pokemon games are exceptionally hard to make in RM2K(3) and it requires a lot of custom coding. If you just got Rm2k(3), what you should do is download someone elses game, look at the coding, and make your own simple fantasy-style game. After you are familliar with the basics, read some tutorials on CMS's and CBS's to start some higher-level coding.
