Which tm should i teach?

Should i teach my lugia icebeam or thunder bolt??

Icebeam is more effective on most legendary pokemon
but thunder bolt has more chances of paralyzing the foe than icebeam does in freezing.

Some of my friend say ice beam is better...

Thunderbolt and Ice Beam are not designed to paralyze or freeze. They are designed to inflict damage with a nice side effect based on hax. I would not use either though. My set uses Aeroblast, Surf, Psychic, and Recover.
