Okay... You would've had better luck in the Sprite Comics section. That's where this kind of question goes. However, you'd have to ask in the Sprite Comics Lounge (http://www.pokecommunity.com/showthread.php?t=39017), as they don't let you make a thread like this here. Or at least I think they don't. XDD

Just letting you know the basics, you'll need a set of base images (sprites, maps, any other images you'll want) and at the least, a basic image editing program like Paint. Of course, professional tools like Photoshop are recommended. ^^
And Sammi said it right, you should've checked the appropriate forums first.
