"Strange Pokémon seen in CORO-CORO"

i'll begin to explain the situation... i was looking on FILB.de for coro-coro scans for the new month. and on one of the pages, i saw an interesting picture.. i really liked the picture because it was of water pokemon, but then something caught my eye... coro coro scan (http://www.filb.de/content/scans/corocoro/2006-05/Page_19-21.jpg)

just under the right of the heddings (and pages), there are 2 pictures, the furtherest to the right is the main focus.

now, i am not saying that this is a new pokemon, im just not sure... here is what it could be:::

Azurill, Marill, Azumarill, Mantine, Tamanta, Mananphy, Huntail, Wailmer, Wailord, Mudkip, Marshtomp, Swampert, Barboach, Whiscash, Chinchou, Lanturn, Poliwag, Poliwhril, Poliwrath, Politoed, Horsea, Seadra, Kingdra, Omanyte, Omastar, Totodile, Wooper, QUagsire, Quilfish...

Now - that pokemon does not fit any of these characteristics.. whats your idea?

mhm, I like Tamanta alot too. Its not the cutest Pokemon, in my opinion... but its still cute!
