Eww. Return over Strength always. The max BP of Return can be as much as 102.

Blastoise-
Surf
Ice Beam
Rain dance/Counter/Rest/Toxic
Bite/Counter/Rest/Toxic

Your Blastoise isn't half bad for in-game. Counter if you just want to send Machamp's Cross Chop right back at double power. Mirror Coat is a breed on move so that's out of a question. Rest will annoy the opponent. You could possibly add Toxic to that too.

Never use Dream Eater when you have Psychic. Its limiting your movepool. Please evolve Haunter to Gengar and it will rule with Giga Drain or Thunderbolt on the Ice Trainer. Focus Punch with Hyponsis is cool too. Keep Psychic too and hope you OHKO Agatha's Ghost Pokemon.

Bulk Up
Brick break/Focus Punch/Hi Jump Kick

Rock Slide/Earthquake

You never used your Earthquake TM so you should teach to Hitmonlee. Bulk Up over Meditate for Defense and you don't need 40 PP anyway.

I clueless about Raichu in-game. Jolteon and Zapdos are much better.
