alot of people say that the Pokemon Company released Marill Before Gold & Silver & Crystal came out but I have no idea if this is true or totally fake.

Sorry mate, you didn't believe this old chestnut, did ya? No, they did not release Marill before GSC, so no chance of a Pikablu. I dunno where this rumour came from, and to be honest Marill doesn't look close to a Pikachu so I dunno where they got the idea that they were related.

Yeah, I think people had called it "Pikablu" because of its resemblance to Pikachu (spiky tail, cute eyes, etc.)

Then, when pictures of Marill were released, a frenzy of Pokefans went about, claiming that this was the imfamous evolution the old man was talking about. Thus the rumor of Pikablu began.

Yeah, Pikablu's graphics wouldnt even look good on red, blue and yellow. I also heard another rumor that pikablu was on blue and pikared was on red, which is the biggest load of crap ive ever heard.

If I remember correctly, at the time back in 1999 people thought that Marill would be called Pikablu, because it reminded people so much of Pikachu....
But its name never was 'Pikablu' to Nintendo... just the fans.

Hey, i found a site that has an actual cheat to get pikablu APPROVED BY THE NINTENDO OF AMERICA! i cant try it cause i dont have the stuff. You need a red and blue with the data on all 150, not 151, but 150 WITHOUT SHARKING! trade a dratini from red to blue, evolve it into dragonair on blue, trade it back, go to where mewtwo stood in the unknown dungeon, and use a firestone on dragonair. it will say not able, but do it anyway. i dont know if it works, but anyone please try it. i have neither of those games.
