Need help with Feebas and Latias

I can't seem to encourter Latias no matter where I go...:(

And Feebas..is really hard to find.. what's the 6 tiles and what does the trend have to do with catching it.?

Please help me out thanks..

P.s. Can u multiply your pokemon with the deposit/save/turn power trick like in gold/silver/etc...?

Anyways, I know Latias is random but what r the chances of encountering him the first time and where is it found oftenly..?

You should get a GameShark SP. I encountered it once a long time ago on a specific route. It was on a Route 119 I think(unfortunately, all my Poké Balls ran out!). It is very hard to find. So I got a GameShark SP & discovered the codes to Catch Any Pokémon for R/S for it. So I used it & finally caught it!

P.S. You can probably find it at a GameStop or GameFellas somewhere. I got mine at GameStop. It cost $30 but its worth it!
