Are you talking about Pokemon Crystal? I think either way, you have to get the Rainbow Wing. But since it's been a long time since I've played Crystal, I can't remember where to get it.

Yeah there is the Tin Tower by the west of the Ecruteak City. You must have the Rainbow wing to catch him on the Tin Tower's Roof-top.

The Clear Bell that you get from the Radio Tower's Director is used to get past the Sage that blocks the way to the Tin Tower. After you get past him and beat the Sage Trio, you're able to go to the Tower. Then you have a chance to catch Suicune. In order to get Ho-Oh, you need to have caught all three Dogs and gotten the Rainbow Wing from Eusine, who is going to be in Celadon City's Pokémon Center. Hope that helps. ^_^
