Meh... the Poké Power is the only reason I'd even consider using this card. 60 HP is pretty shabby for a first stage Pokémon, Delta Sign can be useful, but it isn't all that great either. Pierce is a weak attack with low energy cost, big whoop. Resistance to fighting is always a plus, but one retreat cost is ridiculous for a card this weak. Cool illustration though. 4/10

It looks cool, to bad it isn't that great. 60 HP is weak for a stage 2, a electric attack with 30 base damage is too big for him to handle it. It's pokepower could be useful, but most pokemon will knock him out before you can succesfully use it.

The most this card will ever see play is obviously in a Delta deck. Most likely Raieggs, Metanite, Salamence or something rogue. Its PokePower is the only thing it has going here, but it can only be used once a turn. At most a 1-1 Fearow line would ever see play.
Attack and HP - meh.. Keep it on the bench to draw out Pokemon d.

EDIT: Just considered how this would be play in draft- would be good there, especially with the number of d Pokemon in crystal guardians. Limited: 7/10
