Question Marks Of Doom!!!!!

While looking at a diffrent pokemon website, i saw a screenshot and video for a random encounter(s) on fire red with a ???. THis person did have pokemon in their party. My theory is that these question marks are all new pokemon that will bring the pokemon count up to and beyond 400.

P.S. i know these ??? also appear on r/s if you have no pokemon in your party and battle a trainer, hence the missingo of the new generation.^_^

lemme explain it again- the game needs a data of a pokemon to get it to battle with anyone else. so if u don't have a pkmn, the game makes up a code with that ?, to act as a pokemon and get u thru battles. until u get another pkmn that ? will follow u... something
