It's good for a basic. 60 HP is stable, except vs. ground/rock/fighting. Delta Mind is VERY useful to weaken pokemon like D Dewgong with 3 damage counters each turn for just 1 energy. But that's also it's only use.

Pretty much useless unless used for bench attacking or harassing etc.
But it only does 30 against a delta type so if your opponent doesn't play delta types this is completely useless.

I just don't like these cards that are way too dependent on your opponent's deck...

A freebie energy for two cards and Psy for freebie damage counters is what I call good, especially with the low retreat cost.

At last someones taken the words right from my mouth.

If I had no better alternative, 3-4 of these in a deck (running P energy preferably) wouldn't be such a bad move. Lap up is the more useful attack, especially for the starting game and it has a decent HP to go with it.

A bill in one Attack, which is decent as a game start.

But what's this? Is it me or does 'put x amount of damage counters on a Pokémon' Nintendo's euphemism for the Wizards' classic 'don't apply Weakness and Resistance'? Details!...Ahem. Yes. Good for a bench waiting to brood a nasty.

Waha, that's some scary card art. *shudders*

That said, it looks like an awesome starter. Since it can snipe the bench, it's especially good against delta decks. Take a deck that's using the new Feebas d/Milotic d line, for example (and Milotic d's going to be very popular). Feebas d has only 30HP, so start with Lickitung and snipe it out before it can evolve - T1 prize anyone? >D
