You claimed that the second of your decks is the worse, actually its slightly better than the other one you posted. To be honest this doesn't say much since both of your decks are pretty poor.:surprised:

The only good thing I can see from your decks is an okay Pokemon:Trainer:Energy ratio. Approximately 20-20-20 will suffice if your draw engine is below average. However most good decks will aim for around 20:24:16 (or a higher trainers and fewer Energies). If I was to rate these 2 decks, a fair rating would be approximately 3.5/10 for the growth one and 2/10 for Mental Barrage. (Fun fact: Barrage is also almost an anagram of Garbage ;))

Anyway, I don't always slate peoples decks. So firstly I'll look at both decks in detail, then fix them up using the cards you've mentioned.

Mental Barrage:'(
The main and obvious problem here is the atrocious 4 stage 2 Pokemon lines, many of which aren't any good. To me, it would appear you've gone for the 'if it's a rare card put it in a deck' approach. I would also STRONGLY point out that a 2-2-1 evolution line is very very bad. Its a unreliable, the stage 2 will not come out often and most of the time you'll have an unplayable evolution card in your hand.
Now lets consider the Pokemon you are playing:
Kabutops - which one? The only good Kabutops cards for unlimited is the Skyridge, Neo Discovery, ex version and maybe the delta Holon Phantoms.
Golem LM: Not a bad card. Linear Attack is good for sniping babys and a solid 70 for [F][F][C] is worth it. Unfortunately there is only 1 here. If you were to get some more, this would be playable.
Alakazam: Again a good card (good power anyway, stats and attacks are rubbish). However its a 2-2-1 line. How often do you think you'll get this out? Its a waste of 5 cards in a deck and a gain of prizes for your opponent when they KO an Abra.
Gengar Fossil: This card is also too weak to be played competitively. Low HP, a fun power definitely. But its attack is too lousy to be able to KO any big opponent.
Groudon*: No offence, but most of the time I've seen a rubbish * card being played in a deck, it's usually because the owner wants to show it off. A sturdy Ultra Pro binder/Ebay is the best place for this card.
Lugia: Which one? Judging by the energy you use its either the UF or NR version. Both of which have expensive attacks and do lousy amounts of damage.
And your trainers.. I see lots of 1's. Which is NEVER good. Almost all the cards you are using have better alternatives (Energy Retrieval, Moo Moo Milk, Potion, Marys Request) or are just uselss (Energy Search, HCTR, PokeBall, Maintenance).
No comment about the energy. At least they're not taking up the majority of your deck.

OverChargedGrowth:\
What makes this deck better at an immediate glance is less clumsy Stage 2 lines and a consistent 3-3 line.
Dark Raichu: This card is extremely dodgy. A fluky Suprise Thunder can cripple your opponent, but this will only occur 25% of the time. The card has a low HP, costy attack and is weak to [F] (Tyrouge, Machop, Hitmonchan). Same with the fossil version: costy attack, poor weakness, doesn't do enough damage.
Cradily: At last, a relatively good card and a decent line.
Jumpluff: Neo? which one? Doesn't matter anyway. 70Hp is too low and the doing 30 or 20 max is laughable.
Holons Electrode/Torb: The only good things these cards are for is to act as energy. I would also like to point out that Electrode JUN cannot evolve from Holons Voltorb.
Magnetons: Firstly there are no Magneton cards from Holon Phantoms. And the other versions you've listed are likewise no good.
Same applies for trainers and energy.

I would also significantly make note of the fact your deck has no starters (such as Cleffa or Dunsparce) = bad.

Using your cards and some easily accessible ones I would run something along the lines of:

4 Root Fossils (make good stall/start cards)
3 Lileep
3 Cradily (Even Cradily ex if you can get some)
3/3 Line of a Pokemon
4 Filler Pokemon (basics or a good stage 1 preferably)

4 Bill:D
4-3 Other good (or better) draw cards
3 Energy Removal
3 Gust Of Wind
3-4 Computer Searchs/ Item Finders
2 Mr Brineys Compassion
2 Celios
1 Nightly Garbage Run/ Town Volunteers
2 Switches/Warp Points
2-3 Gyms - Strange Cave is good choice
etc etc

And approx 19 energies for this deck (if there was better draw cards it would be lower).

I know it doesn't add up- its just a rough guideline. Always remember the most obvious things in the TCG: Lots of singles = bad. Lots of stage 2s with poor lines = awesomely bad. Poor trainers and draw = dreadful. :'(

I didn't mean to put your deck down to much. It's just a habit of mine (I'm a Deck Doctor in other Forums). Never mind though. Keep trying and eventually you should be able to crack it!

Edit : You might also want to rethink about the 'TCG Expert' in your name. You're not there just yet.

Oh, don't worry, those are my old decks. I more of a strategy expert, to be precise. My decks are mainly bad as I do not have enough new cards, hence the old cards...
