Besides that this is the wrong forum for these things, I'm going to make it simple for you, since this is the second time i Have to tell you:
No! There are no public Emulators compatible of playing D/P, other than the official Emulators from the Nintendo Dev.Kits, which would be illegal for anyone but them to use.

Just as a further note, there is a fully-developed emulator - it's called Ensata (developed from a Nintendo of Japan subdivision, Intelligent Systems). It's what game developer kits include when a developer wants to work games for the DS without putting it into Flash data (it emulates the game compiles directly).

Protecting Ensata from being distributed should be a Non-Disclosure Agreement (NDA) and a license - should any game developer distribute Ensata over the web, that developer will be held legally responsible, breaking criminal and civil laws. Due to the nature of these, it is therefore against the rules of the forum (as warez) and illegal to distribute the emulator.

Also, Nintendo gives out the press a licensed device that can, from what I've witnessed, transform the signals in a DS onto a video output which can be captured on a computer (hence the game screenshots) or outputted onto a TV (often used in Nintendo game tournaments). So it might not be an emulator (since this is from the press, not a game developer).
