I guess. I like having STAB other than Giga Drain / HP Grass because that really only hits Swampert.

That is what Leech Seed is for. Personally I would be more afraid of Salamence than I would of Starmie.

If he is using this on NetBattle you are more right, but being able to kill Salamence / Flygon is cool.

Which is why my ludi always carries Ice Beam.

Starmie Rapid Spins away leech seed. My main concern with starmie as that it will either recover stall or hax with Ice Beam and Thunderbolt.

No, Leech Seed is a very slow move and Starmie + other Radip Spinners can escape from it easily.
