how to make a theme?

I know that it requies CSS.
But what i don't know is how you get like the images to replace the color.
If you don't understand i'll take a pic of my computer and circle what i'm talking about.

If you mean setting an image as a background for the body, division, or cell:background-image: url(URL_OF_IMAGE);
