Space Center: In Ruby & Sapphire it's a tourist attraction. Nothing special happens there (if I remember correctly). In Emerald, it's different. Since the E4 Champion is not Steven, he teams up with you at the Space Center and you double Battle with him against a double Team Magma Grunt team. Quite cool, the only time you'll double battle along with someone. Although, the fact that they have Fire Pokemon, and he's a Steel trainer doesn't help.
All Deoxys & Jirachi tales are fake rumors.
Mirage Island: It'll appear once one of your caught Pokemon has the correct ID Number, you'll be able to see it. It's a huge clump of Mountain in the middle of Route 32. There's only 1 wild Pokemon on the whole Island, but it's home to the one-of-a-kind Leichy (sp?) Berry. Plant and grow more because it's the only one in the game. The only Pokemon on Mirage Island is Wynaut.

so the space center does nothing then? nothing at all, ive done the E4 in both games, just wanting to know if anything happens when they have launched No100 or something like that.

I highly doubt anything happens there in RS. I've never seen anything happen there, and I've played both games.

I believe the number they say is actually the number of weeks you've been playing.
The 100th Launch theory is complete bull, I'm quite sad to say.
For Mirage Island, the special number changes daily. It's almost similar to the Lottery in GSC (maybe they have something similar in Emerald?). All you can do is take GENDERLESS pokemon to the man in Pacificlodge Town (sp?) who normally says, "I can't see Mirage Island today...".
He'll let you know when it's there.
But it's extremely rare, and I've yet to meet a person who has actually encountered it.

Nothing will happen at the Rocket Center. Everything you heared are rumours. Once the counter reached 100, it will simply show another number next time you talk to the guy.
Also, please use the Simple Questions thread in the future, if you have easy to answer questions like this.
And since you got an answer to both of them by now, I'll lock this.
