You need to have gotten to a certain point in FireRed, as well.
I don't quite remember the part, but I believe it is sometime after the Elite4.

In Emerald you need to beat the elite four and obtain the national dex

In Fire Red you need to defeat the elite four (?) and obtain the ruby and sapphire gems and take them to Celio on Island One

As it's been said, you need to complete the mentioned tasks in both, Emerald and Fire-Red before you are able to trade both of them with each other.
