Why can't I learn frenzy plant, blast burn, and hydro cannon on the same file?

On leaf green, when I started, i traded pokemon so i had all the starters. I got to 2nd island and my charizard learned blast burn. Then I tried teaching my venusaur frenzy plant and blastoise hydro cannon, but the old lady won't teach it... she just says "never mind." So then I tried transfering my blastoise to my fire red version, and teach him hydro cannon, but the old lady still says "never mind." On my fire red version, i havent taught one of my pokemon frenzy plant, hydro cannon, or blast burn. Why cant I teach them???

Why do you want to teach them, they have got to be the worst moves of their type (as well as Hyper Beam), stick with Razor Leaf, Surf and Flamethrower

The Elemental Hyper Beam lady will only teach one move PER FILE, therefore you can only teach one Pokemon the move.

The only way you can teach it to the designated starter is if the starter has max happiness on that game. Any starter will work, traded or original.

Yep, happiness goes down when they are traded.

ok... thanx... but i talked to the girl in pallet town that tells happiness... n she told me once... i went out and trained... then i went back to see how much happiness my venusaur has... n she wont tell me... all that she will say is sumthin like people need rest or sumthin like that... how do i get her to tell me wat my happiness is???

Walk around. After a while, she will groom one of your Pokes again.
