Tell me how it is and be brutal

Try to have only one type of an attack of the same type on a poke.
For example, why have 4 water moves on Empoleon? Why would he EVER not use surf? (Maybe brine, but get rid of it) Aqua Jet? No. He has low attack and its just not very good. Bubble beam? Surf is better.

Change some moves on the rest of your pokes, so that they only have one move of a given type. (Either Shock Wave or Thunder for instance)

Well you can easily fix your Empoleon.

First i hope he's male because i'm about to suggest some TM's and you'd like for him to be able to pass them on in the future. This is how i'd run Empoleon...

Empoleon w/Leftovers
'Torrent' : Up (Water) attacks when HP is low.
<Bold : +Def / -Att>
* Surf
* Ice Beam
* Grass Knot
* Stealth Rock / * Yawn

I prefer a utility Roserade as well. A moveset with *Aromatherapy / *Sleep Powder / *Leech Seed would be a good start. In the last slot go with a STAB attack like *Energy Ball / *Sludge Bomb / *Leaf Storm but his main purpose would be to support your team.

If you are going more offense than pick a weather condition and use *Weather Ball. With Empoleon on the team i would go *Sunny Day to give your team some (Fire) support.

For Staraptor i would go...

Staraptor w/ChoiceBand
'Intimidate' : Lowers opponent's Att 1 stage.
<Jolly : +Spd / -Sat>
* Brave Bird
* Close Combat
* U-Turn
* Quick Attack / * Return

I prefer *Quick Attack because Speed Priority is so useful but many like *Return so i felt i should mention it.

The other pokes i have yet to give a spin to so i will reserve myself from commenting on them.
