North Eastern Island which is unlocked after the National Dex/E4.
After you get off the boat, in that town which I believe is called the Fighting Arena/Area you will see a Fisherman near the northern exit, talk to him and you'll get Super Rod.

An Ice Beam from a lvl 70 Palkia should finish Garchomp without a problem.

Wow, are you serious? I had a level 76 Palkia and It alone pwned the Elite 4 all by itself (With two full restores of course)

Hang on... so you're saying you can't beat the E4 with your team that includes a Lv.68 Infernape??
Umm... my first time (on Diamond) beating the E4, consisted of a team all at Lvl 51. And I still won.
Try training your's up a bit more to have a more even team, or just save at each point and soft reset everytime you make a mistake.

The E4 shouldnt be that hard to beat.
Do you have a strategy behind beating each one?? For me, I allocated each member's Pokemon beforehand a Pokemon on my team that I know it can kill.
If you dont have enough PP, go and grow some berries. I use berries instead of Ethers/PP Ups.

I do highly recommend saving in between, for at least the first time round. Otherwise you may be at that point for a bit more time.
You dont really need to train much more, I was able to beat them with Lv 50s. You just need to get your strategy right.

The Elite Four isn't all that bad, I beat them with an underleveled team by using a ton of items in between fights (and some during fights). I'll write down what is easiest.
For Aaron with his bugs, use Infernape for fire. For Beautifly and Vespiquen, use a rock move (they're double-weak). Heracross is double-weak to Flying, and Drapion is just a pain. Drapion, like Stunky, is only weak to Ground. And it's just a pain to fight in general, do what you can (if you have the TM, your Dialga can learn Earthquake if I'm right).
A single good Grass type can pwn all of Bertha's (who uses Ground) pokemon. If you want, though, Water works too on some of them. Oh, and Hippowdon has a Sitrus Berry, so if you have Pluck, use it (Your Flying Pokemon will be immune to the Earthquakes as well, which I think all of her Pokemon might know).
Flint likes Sunny Day and he's going to try and get it out. If you can, stop him. If you can't, use alternatives to Water. Oddly enough, only two of his Pokemon are Fire. He's the easiest one, I think. You'll beat him more easily.
Lucian is no fun. Actually, with the right moves you can do really well against him until he whips out his Bronzong, and then whip out the Infernape and Flare Blitz (since you have it at 68) to your heart's content.
The Champion isn't bad. Use whatever you can on Spiritomb (Roar of Time is probably your best bet, or another STABed move). Roserade is a pushover. Infernape will toast it, and should be fast enough to move first. Gastrodon, again, is going to die in one good grass attack (If you have Roselia/Roserade, it's all about the Giga Drain). Lucario, while a very nice Pokemon, is also going to die to your Infernape, being weak to both Fire and Fighting. Milotic knows Ice Beam, so use Electric pokemon and not Grass. And Garchomp is weak to Dragon and Ice. Unlike my Palkia, your Dialga is not weak to Dragon, but it's not resistant either. No matter the case, a solid Ice Beam or Roar of Time will more than likely send Garchomp packing.
My recommendation is to use:
Infernape
Gastrodon or whatever other Water-type you can raise up
Dialga
Roserade
Alakazam (if you don't have a strong Psychic pokemon, go catch Azelf)
Luxray (you'll use Crunch more than you will Spark or Discharge)

I beat all of them with one lv70 Palkia and one lv60 Empoleon.
And this thread has gone way off topic. XDD.

ok i beat them and i have a poke radar, my upgraded national dex, and THE SUPER ROD! FINALLY! I beat them with:
Infernape Lv.72
Palkia Lv. 73
Empoleon Lv. 54
Shiny Buizel Lv. 45
Lucario Lv.50
Dialga Lv. 47
Surprisingly Infernape beat bertha with flamethrower and close combat. So i guess my MVP would be infernape as it did most of the battling (1st guy, 2nd, 4th and champion) for some reason with infernape Lv.72 flamethrower KO'ed Garchomp in one hit. All i neede was a little training and some sort of strategy thanks for the help guys.
