So what makes towns/cities blue or red on the map?

Generally:
Places that end in 'Town' are Blue.
Places that end in 'City' are red.

Though, Victory Road and the northeast island are weird, I don't know.

Snowpoint City and Canalave City are both red. Floaroma Town and Colaceon Town are both blue. And they're all the same size.
