you need super rod which is obtained from fisherman at route 225 (after e4 probably even after national dex). If you got rod spot is the area with waterfall.

XD, it's confusing, you can get the super rod BEFORE the nat. Dex, but after the E4, but you cannot encounter dratini til AFTER you get the nat. dex xD

Wrong. You can't get the Super Rod UNTIL you get the National Dex, hence why you can't fish out the national Pokémon. The Good Rod isn't good enough to catch them, obviously, and only lets you see Sinnoh Pokémon.

Hmmm. Well technically, you can beat the Elite 4 and still have not seen all 150 Sinnoh region pokemon. So you won't get the national dex. But you can still go to the fight area/island and get the rod (after the elite 4 even without the national dex).

So you -could- get the rod I suppose. xD Wow... It's even starting to confuse me!

I got it before nat dex XD, you will just continuously encounter gyarados, and things like lumineon, none of the national dex pokemon xD
