They're all very strong, but I think the best is Lugia ^^. But I prefer Mew, Celebi and Jirachi, tehy're so cute and strong ^_^!! Mewtwo and Ho-oh are also very strong ... But I have voted "Lugia"

Mewtwo because he has very good stats all around except for his Satk and Spd because those crater. Lugia would be second because he is a tank.
