and how do u get lugia when it is in silver and u cant connect 2 silver from d\p ?

Yes you can. Almost all of them are obtainable in D/P. You can't. You need to get it from a Nintendo event. But since that doesn't exist anymore, the only option is asking it on a trade.

No you can't get those. However, you can obtain around 430 pokemon in Diamon/Pearl alone. Here's a list of pokemon you can't obtain in the two games:

Yeah, the only ones you can't get in D/P without sending them over to your game are starters and Legends. Though, if they make a third one they might add a feature like if you complete the region dex by capturing all the Sinnoh Pokémon that you get to pick one starter from the past games, like Emerald did with the Johto starters.
