is there such a thing as a legit arceus? because i just wiki'd it and it sounds pretty cool

No there is not a legit Arceus. There has not been an event yet that released Arceus or his item that is needed to get him.

What has me baffled is how arceus has not yet been released anywhere but yet, serebii has a full page on it and its abilities and people are able to have hacked it. How had the first person found out about arceus in the first place?

The problem is that Arceus technically doesn't exist even for the Japanese.

Hacking to get the pokemon and reading the game's coding for things like catch rate and egg hatch. :P
