Question about Rare Pokemon (Cloned/Hacked/etc.)

I have a basic question about hard to get Pokemon. I don't really understand all the difference between cloned and hacked or whatever, so here's a basic question: is it possible to get really rare Pokemon over a trade (such as a Mew) or would that definitely mean that the person hacked it with something? Basically, can the ultra rares be "cloned" in a legit way (like with Ditto or something), or can they only hacked?

I'd really like to have some of these hard to get ones, just for my own collection, but I don't want something that has been hacked from a Gameshark. If it is cloned, that's another story, as there seems to be no other way to get the event Pokemon anymore.

So is it possible that I will ever be able to get things like Mew, or should I just forget about it?

Yes, you absolutly can get legit rares. although, until this year there were no english mews. they all came from the 10th aniversary tour. any mew without 00010 and the ot and id of 10_anniv is a hack.
