You need to acquire the Azure Flute, an event item that opens a path at the top of Spear Pillar. When you reach the end of the path, you'll encounter Arceus, and like all legendary Pokemon, you have to battle it.

The event is only available in Japan at the moment. It's release in other countries hasn't been confirmed, so for now, the only way you can obtain the Azure Flute or an actual Arceus, is by hacking.
