deoxys forms

i heard there is somewhere near veilstone where you can change deoxys forms- can someone give me a brief description of this?

there are little crators to the east side of the town. If you have Deoxys in your party, he changes into the form it says.

Since it's Naughty (+Atk, -Sp Def) I'd go Attack or Speed Deoxys
