Make sure your Feebas is Modest nature. Feed it a bunch of Poffins made from Wiki Berries until it won't eat any more. Level it up once. Boom. Milotic.

No, any nature that eats dry food will work, but Modest is the best nature if you plan on using it in battle.

Actually, for battles Bold is the best Milotic nature. =P And its pretty easy to get its Beauty high enough as long as it doesn't hate the Pokéblock. I managed to get my Bold Feebas to evolve in Emerald after feeding it 12 Pokéblocks made from Kelpsy Berries.

Serious is a neutral nature so it isn't bad, but it isn't good for raising Feebas's Beauty. However, as long as you stick to good quality poffins everything should be fine.

Use Pamtre Berries to evolve Feebas. They work the best.
