on serebii it says i give my seadra a dragon scale. so do i give it one then level it up so it will evolve into a kingdra?

1.can i fish for a kingdra?
2.what pokemon holds a dragonscale in the wild?

You give it the Dragon Scale and trade it to evolve it into Kingdra.

1, 2. You can't fish for Kingdra but you can fish for Horsea who have a chance of holding a Dragon Scale.
