I know that a pokemon's evolved form is the strongest, but would is be such a bad thing to have a level 100 pokemon that isn't fully evolved? are there pros and cons to evolving pokemon, or are there no good reasons to keep a pokemon from evolving?

The only reason anyone should not evolve a Pokemon ASAP is to learn a move that cannot be learned after evolution, like teaching a Shroomish Spore before it evolves to Breloom. There are exceptions in stats though. Scyther has more speed, Scizor has more attack and defense, for example.

well my reason is not good... I just don't want to evolve my pokemon because its pre-evo is cuter :-), I'm looking for a shiny buizel, and I don't want it to evolve into floatzel

You're right, that isn't a good reason. Its picture will still be in your Pokedex. Not that either Buizel or Floatzel is worth using in battle anyways.
