I've been hearing people getting 39 chains then resetting the game to get a shiny Pokemon. What is it?

when u use pokerader then beat the pokemon u get another pice of grass shake, thats one chain but about the shineys i dont know lol

you use the pokeradar to continually get the same pokemon in a row aka a "chain".
after about 40 or so you run the necesary steps to reset the pokeradar, not the game, and use the pokeradar again which then will point out a shiny if you have chained enough

Alright, so I "chain" 40 pokemon then I use the radar again and I will have a good chance of finding a shiny?

yup. i've never encountered a shiny, but i trust that that is the way it works from all of the good reviews of that method
