Okay I think this lake is before Pastoria City.
But the entrance is blocked by 2 guards.
How do I get them to clear off?

IIRC, you need to beat Pastoria's Gym.

u can't access that lake right now. Follow the events and u will gain access to the lake(don't wanna spoil anythin)

I've done Pastoria's gym.
