Nope, sorry. Sunny Day always must be in effect for Cherrim to transform, and will always only be in that form while Sunny Day is in effect. There is no way around it, sadly. Very sadly because I just love Cherrim. >.>

NO, unless you keep resetting the Time on your DS, to stay in Day, but not recommended.

Oh, sorry, you seem to be mistaken. Its ability lets it transform under the Sunny Day condition, and not the actual time of day.
