Believe it or not but yes. It's been a little "project" I've been doing for the past two or three months. It's been fun but tedious.
Now that I think about it, I really wish I did a log. I might post a blog entry explaining everything I did later. Most things were easier than you probably think.
To summarise it all in one paragraph, I abused Pokemon Emerald's RNG to get the Timid Latios which I followed a guide to accomplish. Then I spent a day with three friends mixing PokeBlocks. I used a guide from some crazy Japanese guy to accomplish this. Then came the ribbon collecting in GBA. After doing so, I transferred the Latios to Diamond, did all the contests again then finally to HeartGold to get the Legend Ribbon.

That's pretty incredible. :) I think you should post about how you did all that. It'd be an interesting read. Now, if it were shiny as well, I'd be even more amazed.
