This isn't a new thing, some European countries have surprisingly low age of constants as well. Generally speaking this is pretty frowned upon though, so you never know it might change for the better in the future.

Legal ages of consent tend to go up with time, not down. In Canada it was 12 until 1890, and then 14 until 2008. Now it's 16.
