In desperate need of vector artists!

Ok so I'm in the middle of a project and find myself getting more and more frustrated that I'm incompetent when it comes to making vector art. So I'm reaching out to you artists here that maybe one of you can help me out.

I need the pokemon from this picture:

Preferably 200x200 or larger. (If someone wants to take a crack at the background too, please do, I could always use it sometime.)

Well, so far my Johto narative has been postponed due to IRL schedules. The fortunate thing is that I'm still playing the game for around 10 minutes a day. Here's my update (yes I know I sort of cheated a little by transferring eggs of my favourite Pokémon over from Diamond, but it's my game and I'll play it with what I want. Ok so this is a more serious blog of any of mine. My brother is in college and needs to give out a quick survey for his Composition class, I was wondering if I could ask a few people if they would be willing to take the survey.
