Save the tileset with your new tile in, and go back to Block Editor, go to Picture - Load Tileset 1 (or 2, depending on which you used). Then go to Picture - Load New Blocks.

Pallette 3 for Ruby... Right?
Anyway, open both the Tileset you saved, and the tile you want in Paint. Recolour the tile you want to insert to fit the Pallette of the Tileset, and Copy and Paste it over the old tiles (If it is bigger, use the dark blue free empty space)
